Process of Starting a Company in Dubai

  • A local sponsor is needed. A local sponsor refers to a UAE citizen (or a company exclusively owned by UAE citizens) that acts as a service agent for your business in the UAE, in general, it also acts as a sleeping partner for your company. A detailed agreement must be prepared that establishes the responsibilities of said sponsor towards the business, as well as its annual rate. A certificate of no objection from the local sponsor is required to execute your business activities.
  • Make a Memorandum of Association (MOA) for your firm. It is a document that lists the fundamental conditions on which a company must operate.
  • Obtain preliminary approval for the company by notarizing the MOA at the Department of Economic Development (DED), Dubai. It is better to do this through a lawyer or business seup consultant.
  • Finalize a business name for the company and register it in the DED. The name must be unique and relevant. The DED has the authority to reject or change the name if there is already a company with a similar name.
  • Organize an office space for the company; this is a prerequisite for obtaining a business license. The lease or office property contract serves as proof of the address of a registered office. In the case of an offshore company, the address of the registered agent (designated by the company from the approved list of agents registered in the UAE) can be provided as the official address of the company.

Request a commercial license, which is again issued by the DED. A commercial license can be one of the following types, depending on the type of commercial activity your company performs:

  • Industrial license, for manufacturing activities.
  • Professional license, for service companies such as law firms, educational institutes or artisans.
  • Commercial license, for any type of commercial activity.
  • Depending on the type and location of your company, send the required documents to the DED and the Commercial Registry Department, and pay the license fee.
