Pick a Date and LocationPick a location that is close to school and easy to find, otherwise most people won't even bother showing up. Choosing the right weekend to have your party is equally as important, if not more important, than the location. Find a weekend that doesn't conflict with popular test weeks , or other major events.
Choose a Party Theme

Choosing the right theme can make or break a party. There are tons of seasonal and holiday themes to choose from, as well as themes that can be thrown any time of the year. Once you pick the party theme you should consider the music you want to play. Ideally the music will match the theme. 

Let People Know

Once you know when and where your party is going to be, it is time to let people know about it. The easiest way is going to be to create an event on facebook and invite everyone you know. You should also consider passing out fliers around campus

Fun Party Accessories

Even the simplest novelty drinking accessories attract a lot of attention that can add to the life of the party. Set up some fun drinking games and other cool drinking accessories for party-goers to enjoy. 

Prep Your House 

In the finals days before the party you should set up your house. Put away items that you don't want stolen or broken, make space in the common areas, and set up trash receptacles. This is also a good time to let your neighbors know you will be having some people over and give them your cell phone number in case they have any issues. This should reduce the chances of the cops showing up at your house.
