WITH the start of the rainy season, Cebu City's engineering department hopes to fix a stretch of road, which is among those that often get flooded during heavy downpour, by June 24.

This came after City Mayor Michael Rama directed Department of Engineering and Public Works (DEPW) Chief Kenneth Enriquez to explain why the stretch of road between Urgello and P. del Rosario Sts. still gets flooded even with the installation of drainage pipes.

Enriquez said DEPW did not put drainage on the side of the road where floods occur.

The water catchment, or the hole where floodwater could go into the drainage, is located on N. Bacalso Ave.

The water catchment built on a portion of Urgello St. that is often flooded was covered by the private owner, the DEPW said.

To address the problem, DEPW plans to dig a new canal that will direct floodwaters to the drainage system.

Rama believes that Cebu City needs drainage projects more than flyovers. He chided the Department of Public Works and Highways (DPWH) 7 for appropriating almost half a billion pesos on flyovers for 2013, but only P15 million for drainage.

Rama asked for P25.5 million for the drainage project.

But Rep. Tomas Osmeña (Cebu City, south district) said Rama should present a feasibility study on the drainage project for Cebu City instead of just asking for it.

“What has he submitted? Everybody is a victim of his own ignorance,” said Osmeña.

The congressman is proposing a flyover between Gorordo Ave. and Doña Modesta Gaisano St. even though the Cebu City Development Council (CDC) earlier scrapped two new flyover proposals: the P230-million structure along Juan Luna Ave. and M. J. Cuenco Ave. and the P200-million project at the junction of Juan Luna Ave. and Cardinal Rosales Ave.
