In order to save money, the graduation committee will just mimeograph the pages of the souvenir program instead of submitting them for processing at a printing house. Since most schools already have mimeographing machines, the parents will just have to contribute for the materials and maybe the extra pay for the person who will handle the mimeographing and collating of the materials. They just use white paper for this purpose, instead of newsprint, which is the most common material used for mimeographed test papers.

If there is extra budget, some would opt to have the cover done at the printing house so that the program will still look presentable on the outside even if the inside pages are just mimeographed.  The cover can be made of thick material like a card stock so that it is does not bend easily. Then front and back covers could have colored finish. The collating can just be done in school where the in-charge just slips in the collated inside pages, folds them all, and staples them for binding. Staple binding is only good for a program that is just several pages thick. But if you have a thick booklet, it will need perfect binding and it can be done by the printer. That would be extra expense though.

There are many ways that the school and the parents can save on the booklet printing of the souvenir programs in the form of booklets for graduation. It will just take some effort to put together but the savings are worth it. You just may have to work on it beforehand so that they will be ready just in time for the graduation ceremonies.
