Seriously, shopping malls are literally filled with attractive women in their 20's and 30's.  All of them are working in the various clothing and retail stores in this location.  All you have to do is walk into one and start browsing.

The great part is it's THEIR job to come talk to you.  Once this happens just tell her that you're looking for a particular item.

For instance, if you're in a clothing store, ask for a clerk's help with picking out a particular sweater.  Then when you're being helped, just practice your conversation skills.  Tell funny stories, flirt with her and establish kino. 

The best part of this technique is you're able to flirt without worrying about the income.  This will help quickly eliminate any nervousness you have about initiating conversations with women.

Then when you've become comfortable initiating conversations with different women in a shopping mall, you can go out and practice your skills on women in a real dating environment.
