There are some absolutely lovely areas in inner cities that are being redone by newcomers. A lot of people are buying old homes for cheap and rehabbing them for their families. These places have lost a lot in the years that have passed. One thing that they once had was a strong sense of community.

You will attract a ton of attention to the area with this idea and that is a great plan.

Before you start calling in artists you need to look at the laws and ordinances surrounding what you want to do. There are tons of funky city rules about things of this nature and you don't want to get a bad surprise later on in planning. If it is popular it will regularly bring money into the area which will attract some nice businesses and restaurants, or coffee shops. That is excellent to have those things close by and available.
