You have two chooses for starting a blog. First one is to make a free blog at blogspot, and the second option is to buy your own domain plus hosting.
I prefer the second option for many reasons. Most important advantage of buying your own domain is that when you will build back links, they will be pointing to your own site and not a sub domain on blogspot.
If you go with the second option and buy your own domain then I suggest you use WordPress for your blog. Choose a colorful and attractive theme. Incase you don't know how to setup a wordpress blog, then you can hire a freelancer at any freelancing site. Remember to install all the required plugins for your wordpress blog. For example, install the SEO plugin, Sitemap generator Plugin etc.
After your blog is complete, put at least 10 posts in your blog before you submit it to search engines. Always write 100% fresh and unique content. Never copy anything from the internet. Like I said before, make a blog on a topic of your interest. If you like to watch moves, then start a movie review blog and write one post for each movie.
After you add 10 initial posts, submit your blog to the top search engines which are Google, MSN and Yahoo. After that, add at least one new post in your blog per day. Keep the post word count greater then 300 words and write useful information. Always check your posts for spelling and grammar mistakes.
Starting a blog can really be a profitable business. If you build a good quality blog with good posts, you will then get a lot of traffic. Remember; Traffic = $$$ :
