On August 15th 1536 the city of Asuncion was founded by Spanish conquistadors. Coronel Oviedo is located between two major cities of Paraguay, Asuncion and Ciudad Del este, and thereby it is an important transport center of the entire country. In addition, there is highway that links Paraguay with Brazilian ports. The city was established in 1758 and since then it performs the most urgent and necessary logistics and transportation functions, especially agriculture products from the east of the state.

Parana River is an essential part of one more city in Paraguay that is Encarnacion. One can notice Spanish origin of the title, which was introduced by Spanish Jesuits, who founded the city in 1615. The population of the city is comprised by representatives of different nation, which is caused with Encarnacion popularity among immigrants in 18-19th centuries.  However, people took roots and created the largest grain province of Paraguay. Today Encarnacion is a city with international connections, almost all states that have diplomatic relations with Paraguay, opened their consulates in Encarnacion. City authorities get prepared to launch a complete new giant hydropower in Parana downstream- bi-national enterprise with Argentina.
