According to the Housing Act 2004,Why an Independant DEA - clarified Articles property owners need to have a Home Information Pack (HIP) before they set out to market their property or home for sale. HIP consists of an Energy Performance Certificate (EPC) and other important information that quickens the process of buying and selling. 

An optional document, namely the Home Condition Report is also included in the HIP. Legally, the property owner must appoint a Home Inspector or a registered Domestic Energy Assessor (DEA) for preparing the reports and certificates. Property sellers are also legally bound to appoint HIs ands DEAs for the purpose of compiling the HIPs and for pre-listing the inspection jobs. It would be better to appoint independent HIs and DEAs instead of depending on the agents; this should be done in case you are planning to sell your property via the real estate agents.

Real estate agents do not encourage the idea of employing independent HIs and DEAs for inspecting the property, as they are taken to be 'deal killers'. The true story is that independent HIs and DEAs can provide the correct energy efficiency of the home, its condition and other necessary details in his/her inspection report.

Real estate agents like organizing things in a manner that helps them meet their goals. They are keener on developing their own team of DEAs and HIs who are selected after careful screening. These DEAs and HIs do not mention the real problems of the home, but points out the defects that is not much of a real threat. Thus, the agents selfishly manage to earn fat commissions, in turn serving their own interests.

However, many Home Inspectors as well as Energy Assessors will not like to risk their jobs and accreditation by joining hands with the shrewd real estate agents.

Both for the purchaser as well as for the seller, an HIP, which has been compiled by an independent HI or DEA, is indeed a great help. HIP also helps you to prepare a detailed report of the property that again helps you by providing a brief and clear idea to quote for the possession.

This even gives the buyers a chance to pre-list inspection reports, which indeed prove to be quite beneficial for providing significant details and they do not even need to go for an independent inspection.
