It is probably wise to have an inspector come in as well. Also if there are any chemicals that might be a health threat, such as radon, have it checked out as well.
    
There are several roads that a homeowner can take when completing a basement and the remodeling depends upon that homeowner’s needs. Perhaps he/she wants to make a separate apartment, a guest space, or just a place to watch TV with the family and put all those kiddie toys. Obviously, knowing the purpose of this new space before the process would be best.
    
With any option start by creating a plan of how you want the finished basement to look and show it to any inspector; add any egress windows that are necessary for safety precautions. The next step would be to make sure you have no leeks or water condensation. After that begin by plumbing, etc; then build the walls and insulate. Also, consider adding an extra source of heat, since basements are generally always cold. And if you choose to buy carpet try to acquire the thickest pad possible for comfort. Then begin decorating. Add touches such as family pictures, realistic plastic plants, curtains, etc.
    
My personal desire, if I redo my basement, would be to create a huge library with built-in shelves and a huge desk. I would use laminate flooring and a throw rug to create warmth and a sense of hominess. I would also make a guest space with a walk-in closet and a private bath. However, if you as a homeowner are anything like me, remember to stay away from deep, saturated paint colors. Try to use bright colors; a good example is the Custard color that Jennifer Garner’s character from Juno contemplated for her nursery.

Although, perhaps the new living space is meant to be a man-cave and you want to give it a more personal touch then just splashing paint on the walls and buying a pool table. For example, say the walls are painted a pale tan color, grab a can of bright blue (or whatever color your favorite team wears) and, with a flip of the wrist, paint lands on the walls. Instead of the beloved, but rather redundant pool table, buy an air hockey table or foosball. Finish with wet bar, a huge, comfy leather couch, and a LED TV mounted to a wall bracket.
