Google now intends to work on a search ranking penalty for sites that are “over SEO-optimized”.

Google's Matt Cutts has recently given a hint in this regard. The underlying purpose behind this whole exercise is to encourage sites that have great content on Google's search engine result pages (SERP) and punish the sites that have content that is not as great but strongly focus on SEO-optimization.
