They feel as though because it's their job to come up with the idea and a way to put into action the changes, then they do not need to ask anyone else’s opinion.  While this might be true in the strictest sense, it is always a smart idea to take into consideration what other people think and how it may affect them.  Who knows, if you ask you may get a concept that you didn’t think of before and you could also acquire a helpful ally in getting the job done.  No one is as willing to help and eager to help as the person that feels like their ideas and thoughts made a difference and were actually taken into account before any important changes were put into effect.  It is an excellent way of gaining the trust and cooperation of the very people that you will be needing for help and will be in need of their cooperation down the road.
